IMO no. There are two different things to look at in the specs, one is "92 dB" and the other is "40 watt minimum." I haven't heard the Focals, so this is very much FWIW, but speakers like the Focals have a complicated crossover that needs a lot of watts to sound its best. Also, a lot of speaker manufactures exaggerate sensitivity, but even if 92 dB is reasonably accurate, it may be that a 2 or 3 watt SET amp will produce decent volume if the room isn't big but the frequency response, specifically the bass is going to be compromised. Speakers that are "SET friendly" have similar sensitivity but very light weight speaker cones and very simple crossovers or none at all.
If you want to play the Focals with a Decware amp I'd look at 20 watts or up. If you really want SET you might be OK with a pair of SE34Is bridged in mono at 12 watts, but I'd call that iffy.
