In a passive crossover, the signal is the same power reaching all three drivers.
Sometimes the drivers are the same efficiency but sometimes they are not and the crossover attempts to equal them out.
Technically, you are right, a 2 watt Zen amp would and historically does sound killer good on compression drivers and is almost always loud enough. That would indicate that a 2 watt amp on the mids and another 2 watt amp on the bass driver would be fine.
The overall SPL of the speaker will be limited by the lowest power amp of the three.
